Every finding carries a citation

If we can’t point at the regulation, we don’t say it.

Uncertainty is labeled, never dressed up

When records can’t confirm something, the finding says “Unable to Verify” — never a violation.

Data lags are disclosed

Federal databases can trail state files by a quarter or more — reports say so, plainly.
